The project is a long term development plan for Køge harbour, consisting of a proposal for the future built structures and a development plan for the key areas of the new district.

The aim was a dynamic planning process, that includes all interests and can activate the different areas from the very beginning, focusing on urban life, culture and identity. Today the railway is a barrier between the city centre and the future development areas. A bridge across the railway is a part of the proposal to establish a strong connection between the new district and the historical city centre.

Cultural activities will be the generator for the development, and is therefore an important part of the development plan. Along with a focus on cultural activities the proposal strongly focuses on citizen involvement during the development process.

The jury highlighted the proposal for the strong approach and the description of the development process, which shows the full transformation from industrial harbour to a fully developed district.
